With the development of educational element market, the ways of educational resources allocation have undergone substantial change in China. The rise and booming of private primary schools reflects the social need of starting education by different sources, which can ease the severe educational fund shortage, provide the diversification of educational supply and choice, and therefore, create more educational opportunities. It strengthens “jungle law” or the market rules of “The fittest survives”, and brings vigor and vitality for education reform and development and thus promotes the diversity of education development. Some private primary education, as one form of the private education, has obtained great achievement and there are quite a few famous private primary schools. However, there is still no extensive and detailed research on the key, hot, difficult, innovative points in private primary education reform. The lack of theory and practice leads to the overall weak situation of teacher management in private primary schools. This thesis analyzes the problem of teacher management systems in private primary schools and then proposes the solutions to these problems to seek to build effective management mechanism to promote the further development of private primary education.

This article is consisted of five parts. The first part is an introduction, mainly describing the purpose and significance of this study, and pointing out research review, research methods and technical route.

The second part focuses on the development of private education theory. It first states the reasonable coexistence of private primary schools and public primary schools, and then points out the necessity of developing private primary education in XX City.

The third part focuses on the problem in teacher management system in XY Primary School, a private school in XX City. It first introduces the general situation of XY Primary School and then analyzes problem in teacher management system both from macro and micro aspects.

Based on the above, the fourth part provides suggestions on the improvement of teacher management from macro and micro aspects. Macro measures include the optimization of government functions, the improvement of related regulations and policies, the standardization of financial supervision and charge for private education, the reasonable allocation of students, and providing room for the development of private education. And the micro solutions include: focusing on teachers’ development, enhancing teacher's sense of identity, innovation and development, and enhancing the stability of teachers; the pursuit of excellence, building a modern school culture; fostering school characteristics and thus to create a safe warm and regulative family.

Finally, it makes a conclusion of this research, and predicts the further development. This thesis aims to achieve the regulative teacher management in XY Primary School and thus promote its education effect and also provide certain theoretical and practical guidance for other private primary schools in XX City.
