BEIJING (Reuters) - China said Wednesday it has basically stamped out all forms of direct selling - a move that initially sparked rioting that killed 10 people after the government banned such distribution methods.
"Up till the present, direct selling activities have been basically halted," the Financial News said, quoting the State Administration of Industry and Commerce.
Local media had hinted at resistance from localities at implementing the ban amid rising national unemployment.
China announced a ban on all forms of direct selling last month - ostensibly to curb fraud and other abuses - triggering riots and looting that left some 10 people dead and more than 100 injured in two cities in the central province of Hunan. Police have arrested 10 rioters.
"Unexpected incidents in some places have been dealt with timely," the newspaper said in apparent reference to the riots.
U.S. companies, including Avon Products Inc, Amway Corp., Sara Lee Corp. and Mary Kay Cosmetics, have been forced to suspend their China operations.
The ban has come under fire from U.S. trade officials, but China has ruled out lifting it. Instead, China has pledged to help foreign firms find alternative distribution methods.
Direct selling, often involving revivalist-style motivational meetings, has been linked in the official media to the growth of religious sects and "superstition," which pose a direct threat to Communist control.
Tens of thousands of sales staff of domestic direct selling firms - mostly workers laid off from loss-making state-owned enterprises and farmers - were left holding overpriced goods that they bought with their life savings that they now cannot sell.
The newspaper said direct selling firms in Hunan province have refunded 30 million yuan ($3.6 million) to their sales staff.
Provincial authorities have sent home 100,000 sales people from out of town, it said.
In central Hubei province, direct selling firms have refunded about $6.7 million to their salespeople, it said, adding that a 45,000-strong sales force has been disbanded.
