　　 This paper is a theoretical review of post-crisis financial regulatory reform proposals suggested by major financial regulatory authorities.We mainly focus on 9 topics,namely systemic risk and macroprudential supervision, procyclicality,capital adequacy ratio and leverage ratio,maturity transformation and liquidity,remuneration, financial safety net and resolution regime for failed institutions,credit securitization and credit derivatives markets,credit rating agencies,and theoretical foundations of financial regulation.We also suggest several questions for further researchWith the deepening of internationalhttp://www.wlunwen.com financial crisis,it is gaining consensus that the current prudential supervision philosophy and approaches need to be largely reinforced.Incorporating a greater emphasis on macro-prudential policies,which are combined with micro-prudential polices,would be a major development trend in the aftermath of the crisis.This paper argues that introducing counter-cyclical policies should be an important component of a macro-prudential framework.On one hand,measures should be taken to mitigate the procyclicality of the BaselⅡrisk-based capital requirements,loan loss provisioning and fair value accounting rules.On the other hand,counter-cyclical instruments,such as counter-cyclical capital buffers,an asset-based leverage ratio and forward-looking provisioning should be introduced,so as to mitigate the procyclicality of credit,asset prices and the economic growth.This would significantly contribute to mitigating financial imbalances and the build-up of systemic risks,so as to enhance financial stability. When the financial crisis broke out,the early-reached consensus of both policy-makers and scholars is that macro prudential regulation should be strengthened to prevent from systemic risk.The paper mainly studies some issues on macro prudential regulation and financial stability,such as the new characteristic of systemic risk,central bank’s role in macro prudential regulation framework,the relationship between central bank and other government sectors,etc.
